Student Member of the Board (SMOB)

The Howard County Association of Student Councils is a proud supporter of the Student Member of the Board of Education (SMOB) election process. Each year, one student represents the student voice as a member on the Board of Education. Unlike other Maryland jurisdictions, the HCPSS grants the SMOB full status as a board member and can vote on all issues except issues pertaining to budget, personnel, or other restricted matters.

Current Student Member of the Board

Anna Selbrede
Senior, River Hill High School

Anna Selbrede is a senior at River Hill High School, and has attended Howard County public schools since seventh grade. She is a passionate leader and advocate at the school, county, and state level.

Anna began researching county issues as a seventh-grade student representative on the Western Horizon Council, a position she continues today. She has served in both elected and appointed roles in the Howard County Association of Student Councils, River Hill Class of 2018 Student Government, and the River Hill Student Government Executive Board. Through the River Hill Gifted and Talented Research Program, Anna researched public perception of the Howard County Public School System Policy 9090 Wellness Through Nutrition and Physical Activity and interned with Delegate Trent Kittleman in the Maryland House of Delegates. She served on the Maryland Youth Advisory Council, testifying for Student Member of the Board voting rights in the Maryland House and Senate.

At school, Anna runs cross-country, sings with the River Hill acapella group, and is an active member of the Model United Nations. She has been inducted into the National Honor Society, National Spanish Honor Society, National English Honor Society, and Maryland Technology Honor Society.

As 2017–2018 Student Member of the Board, Anna’s priority is to reach the students of Howard County. She plans to frequently visit schools and attend student events in order to receive student input. She is happy to answer questions from students at any grade level, through email ( or Twitter (@HoCoSMOB). Anna looks forward to serving in the coming year, and engaging more students to advocate for their perspectives.
